Where the network thinks out loud
Between the monthly calls and the exchange visits, most of the Community’s work happens in writing. A member sets out the problem their ministry is stuck on; members in four other countries say what they tried. The Secretariat answers in the thread, and the answer stays where the next person will find it.
That is why the forum sits behind the sign-in. What is published on this page is the shape of it — the rooms, who each one is for, and how busy each has been — and never a word of what is said inside them.
What gets written here
- A problem, with its constraints left inNot the tidy version. The budget, the ministry, and the system that will not speak to the other system.
- What another country already triedMembers who worked through the same thing two years ago, and what it cost them to do it.
- A working group between its meetingsGroups carry on in writing until the thing they convened for is actually finished.
- An answer on the recordThe Secretariat replies in the thread, so guidance sits where the next person will look for it.
