Countries set their own priorities
Health ministers govern the Centre and their priorities define it. Countries decide what matters most; HICA accompanies, it does not direct.
Countries own and control their data
Ownership stays national, and the country sets the terms of any arrangement to share — with technology partners, researchers, or international agencies. National standards are in place before any sharing begins.
Countries build lasting analytical capacity
A skilled cadre of health data professionals, trained and placed inside country systems, with a permanent institutional home: a nationally owned analytics unit embedded in the ministry. Capacity that remains when any single programme ends.
Countries capture the full value of their data
The value of health data is realised at the moment of decision — a budget adjusted, a supply chain redirected, a gap closed before it becomes a death. Data that never reaches that moment, in time and at district level, is value left uncollected.
Countries advance data sovereignty together
Sovereignty is not solitude. Through peer networks, pooled investment, and systems built on open standards, what one country proves its neighbour can adapt — and shared infrastructure gets more affordable the more countries invest in it together.
